U.S. Customs and Border Protection (CBP) has announced that on April 20, 2026, it will launch the Consolidated Administration and Processing of Entries (CAPE) tool within the Automated Commercial Environment (ACE) Secure Data Portal. This initiative represents a significant modernization of how CBP processes duty refunds under the International Emergency Economic Powers Act (IEEPA). Historically, refunds were handled on an entry-by-entry basis, creating inefficiencies and administrative burdens. CAPE will allow importers of record and authorized customs brokers to submit consolidated refund requests electronically, streamlining the process and improving accuracy.
The first phase of CAPE will focus on relatively straightforward refund scenarios, specifically unliquidated entries and those within 80 days of liquidation. Importers or their brokers will be required to file CAPE declarations through the ACE Portal, and recipients must ensure that bank account details are properly registered to receive refunds via ACH. Once a declaration is accepted, CBP will remove the IEEPA Harmonized Tariff Schedule number, recalculate duties, and update the entry for liquidation or reliquidation. Refunds will then be consolidated by importer or designated party, reducing fragmentation and delays.
CBP has emphasized the importance of preparation ahead of the launch date. Stakeholders should confirm ACE Portal access, complete ACH enrolment, and familiarize themselves with CAPE filing procedures using the training guides, videos, and FAQs provided.
