China Concludes Anti-Dumping Probe and Imposes Duties on Halogenated Butyl Rubber Imports from Japan & Canada

On 13 March 2026, China’s Ministry of Commerce (MOFCOM) announced the final determination of an anti-dumping investigation concerning imports of halogenated butyl rubber originating from Japan and Canada, pursuant to China’s Anti-Dumping Regulations. The investigation was originally initiated on 14 September 2024 to assess whether imported products were being dumped in the Chinese market and whether such dumping caused material injury to the domestic industry.

Following the investigation, MOFCOM concluded that halogenated butyl rubber imported from Japan and Canada was being sold at dumped prices, resulting in substantial harm to China’s domestic halogenated butyl rubber industry. The authorities also confirmed a direct causal link between the dumping practices and the injury suffered by local producers. The investigation into imports originating from India was terminated earlier, after the preliminary findings did not support continued action against Indian exporters.

Based on the final determination, the Customs Tariff Commission of the State Council approved the imposition of anti-dumping duties, which will take effect on 14 March 2026. The duties will apply to halogenated butyl rubber classified under tariff codes 40023910 and 40023990. The imposed rates vary by exporter, with Japan Butyl Co., Ltd. subject to a duty rate of 15.0 percent, while other Japanese exporters face a rate of 30.1 percent. For Canadian exporters, including ARLANXEO Canada Inc., the duty rate is 13.8 percent.

The anti-dumping duties will be levied for a period of five years starting 14 March 2026 and will be calculated based on the customs-determined import value of the goods. The measure is intended to restore fair market competition and safeguard China’s domestic rubber manufacturing sector, which relies on halogenated butyl rubber for applications such as tire inner liners, pharmaceutical stoppers, industrial hoses, adhesives, and sealing materials.

Importers of halogenated butyl rubber into China should review the applicable exporter-specific anti-dumping duty rates and ensure that customs declarations accurately reflect the correct product classification under HS codes 40023910 and 40023990. Companies should also verify the declared manufacturer and exporter details, as the applicable duty rate may depend on the identified exporting entity. Where preferential duty rates apply to specific producers, supporting documentation must be maintained to substantiate the declared origin and supplier information.

Importers should update their landed cost calculations, customs valuation documentation, and internal tariff databases to incorporate the newly imposed anti-dumping duties effective 14 March 2026. Businesses sourcing halogenated butyl rubber from Japan or Canada should further assess potential impacts on supply contracts, pricing structures, and customs compliance procedures to ensure accurate duty payment and avoid post-clearance adjustments or penalties during customs audits.
