On 22 June 2026, China’s Ministry of Commerce (MOFCOM), through its Bureau of Industrial Security and Export Control, issued Announcement No. 23 of 2026, adding 10 U.S. entities to China’s Export Control List under the authority of the 《中华人民共和国出口管制法》(Export Control Law of the People’s Republic of China) and the 《中华人民共和国两用物项出口管制条例》(Regulations on Export Control of Dual-Use Items). The measures took effect immediately upon publication.
The announcement prohibits Chinese exporters from supplying dual-use items to the listed entities and further bars any organization or individual, regardless of location, from transferring or providing China-origin dual-use items to these entities. Existing export activities involving the listed parties must cease immediately unless a special export authorization is obtained from MOFCOM.
The 10 designated U.S. entities include companies operating in the defense, aerospace, unmanned systems, radar, robotics, and critical minerals sectors, such as Aveox, Red Cat Holdings, Teal Drones, IMSAR, Jaia Robotics, Ball Aerospace & Technologies, Oshkosh Defense, L3Harris Maritime Services, MP Materials, and USA Rare Earth.
From a trade compliance perspective, this action signals China’s continued willingness to use export controls as a strategic regulatory tool in response to national security concerns. The inclusion of companies linked to defense technologies, drone systems, aerospace capabilities, and rare earth supply chains highlights Beijing’s increasing focus on controlling the outbound flow of sensitive technologies and materials.
Multinational companies should immediately review customer screening procedures, export control classifications, supply chain relationships, and end-user due diligence processes to ensure that no controlled China-origin dual-use items are supplied directly or indirectly to the listed entities.
