On 24 April 2026, Ministry of Commerce of the People’s Republic of China issued Announcement No. 20 of 2026, adding seven European Union entities to its export control list in accordance with the Export Control Law and relevant dual-use regulations.
The entities listed are:
- FN Herstal (Fabrique Nationale de Herstal) – Belgium
- OMNIPOL a.s. – Czech Republic
- HENSOLDT AG – Germany
- EXCALIBUR ARMY spol. s r.o. – Czech Republic
- SPACEKNOW INC., odštěpný závod s.r.o. – Czech Republic
- VZLU AEROSPACE a.s. – Czech Republic
- FN Browning Group (FN Browning) – Belgium
Under the announcement, the export of dual-use items to the listed entities is prohibited. Any ongoing or pending transactions involving such items must be suspended immediately. In addition, overseas parties are restricted from transferring China-origin controlled items to the listed entities. Where export is considered necessary, companies may apply to the authorities for approval in accordance with applicable procedures. The measures took effect upon issuance.
According to official statements, the action relates to national security and non-proliferation considerations. Authorities also noted that the measures are targeted at specific entities and are not intended to affect normal economic and trade activities more broadly.
For trade compliance professionals, companies should promptly review counterparty screening processes, assess potential exposure to controlled items, and ensure that internal controls address end-use and end-user requirements. It is also advisable to review contractual obligations, supply chain arrangements, and re-export scenarios to ensure alignment with applicable regulatory requirements.
