The Government of Egypt is implementing a new regulatory requirement that, starting 8 March 2026, a Certificate of Conformity must accompany clearance of specific engineering, chemical and measurement goods to ensure they meet the mandatory Egyptian Standard Specifications. This change reflects recent decisions issued by the Ministry of Industry and Transport, including Decision No. 245 of 2025, which obligates manufacturers and importers of specified engineering and chemical products to produce goods in accordance with Egyptian standards, and Decision No. 246 of 2025, which sets transitional timelines for compliance and technical specifications. These decisions were published in the Official Gazette of Egypt, signalling formal government adoption of the updated conformity requirements.
Under the new regime, producers and importers will be required to obtain a Certificate of Conformity issued by an accredited conformity assessment body – typically accredited through the Egyptian Accreditation Council (EGAC) – confirming that individual products or consignments conform to the relevant Egyptian Standard Specifications (ES). Conformity assessment frameworks in Egypt allow the use of Egyptian standards, and where no Egyptian standard exists, accepted international standards (such as ISO, IEC and other recognized specifications) may be used as benchmarks, provided they adequately address the regulatory requirements.
The Egyptian Organization for Standardization and Quality (EOS) administers and publishes the national standards catalogue and conformity assessment procedures that support implementation of these regulatory decisions. Entities affected by the change should review the specific product categories covered and ensure that conformity certificates reflect compliance before shipment arrival at Egyptian ports, as customs authorities will enforce the requirement at the point of clearance.
This update is part of Egypt’s broader quality infrastructure strategy to improve product safety, enhance market compliance, and align domestic standards with international norms, reducing the risk of substandard imports entering the domestic market.
