On 23 April 2026, the European Commission and EU Member States adopted the 20th sanctions package against Russia, marking one of the most comprehensive rounds of restrictive measures since the start of the Ukraine conflict. The package is designed to further constrain Russia’s war economy while closing persistent circumvention channels.
A key feature is its strong anti-circumvention focus, including the first activation of the EU’s anti-circumvention tool, targeting third-country entities and trade routes facilitating the supply of critical goods to Russia’s military-industrial complex. This includes designations of companies across multiple jurisdictions involved in re-exporting dual-use and high-tech items.
The package introduces expanded financial and crypto-related restrictions, including a blanket prohibition on transactions with Russia-based crypto asset service providers and the banning of assets such as the digital rouble and RUBx. This reflects a strategic shift from entity-based listings to ecosystem-wide restrictions to prevent sanctions evasion.
In the energy sector, the EU has intensified measures targeting Russia’s revenues, including restrictions linked to LNG logistics, oil transport, and the “shadow fleet,” with additional vessels and related service providers sanctioned. These measures aim to limit Russia’s ability to bypass existing oil price caps and maritime controls.
The package also expands individual and entity listings, adding around 120 new designations, including actors tied to Russia’s defence, energy, and technology sectors.
