On February 24, 2026, the Customs Administration, Ministry of Finance (Taiwan) announced that, effective March 1, 2026, it will implement “pre-confirmation appointment system” 「預先確認委任」制度 for personal imports declared under the simplified customs procedure. This measure is introduced through amendments to the Air Courier Cargo Customs Clearance Rules and Maritime Courier Cargo Customs Clearance Rules finalized on February 23, 2026, and is designed to strengthen real-name verification and prevent unauthorized or fraudulent customs declarations.
Under the new regime, after consumers purchase goods online from overseas, customs brokers must transmit detailed shipment information to the consignee via the EZ Way 易利委 mobile application (APP) before initiating customs clearance. Consignees must then confirm that the information matches their actual purchase and complete online authorization before the broker can proceed with customs declaration. This step aims to safeguard personal data, prevent misuse of identities, and reduce the risk of “ghost” or fraudulent parcels entering Taiwan.
The Customs Administration has engaged digital development authorities, e-commerce associations, logistics providers, and brokers to publicize the changes and discuss implementation measures. It urges brokers to promptly push notifications to consignees once shipments arrive in Taiwan to ensure timely processing and compliance. Consumers are advised to carefully verify shipment details in the EZ Way app, confirm matches when accurate, and report discrepancies through the app to coordinate corrections with their customs broker.
