WCO and ICC Launch Digital ATA Carnet to Facilitate Temporary Admission of Goods

The World Customs Organization (WCO) has announced a significant milestone in the digitalization of international trade procedures with the rollout of the electronic ATA Carnet (eATA) system across 30 participating countries (European Union, Norway, Switzerland, the United Kingdom). The initiative represents a major advancement in modernizing the ATA Carnet process, which facilitates the temporary duty-free admission of goods such as professional equipment, commercial samples, and exhibition materials used in international trade, events, and business activities.

Traditionally, ATA Carnets have relied on paper-based documentation that must accompany goods throughout their international journey. The eATA programme replaces these manual processes with a secure digital platform, enabling customs authorities and carnet holders to process, validate, and manage temporary admission documents electronically. The transition is expected to improve operational efficiency, reduce administrative burdens, enhance data accuracy, and strengthen customs control capabilities.

The WCO highlighted that the expanded deployment follows successful pilot implementations and close collaboration among customs administrations, national guaranteeing associations, and international trade stakeholders. The growing adoption of eATA reflects a broader commitment by customs authorities worldwide to embrace digital trade facilitation tools that support faster border clearance and more efficient cross-border movements.

For customs and trade compliance professionals, the development signals continued momentum toward paperless customs procedures and increased digital integration across international supply chains. Companies that regularly utilize ATA Carnets for exhibitions, trade fairs, testing equipment, and professional tools should begin assessing their readiness for eATA implementation and engage with relevant national issuing and guaranteeing organizations regarding local deployment timelines.

The expansion of the eATA programme aligns with the WCO’s broader digital transformation agenda and represents another step toward creating a more efficient, transparent, and connected global customs environment.
